Begin with the material
The project began on 25 September with a source-first plan: preserve raw legal pages before deciding how readers would search and use them. Keeping the original material would allow later parsing and interface work to be checked against what had actually been collected.
Separate preservation from presentation
The initial work explored the source structure and how its records could be collected. Ordinary filters and a possible model-assisted interface belonged to a later stage. Planning those tools did not mean they were already available.
Plan for changes
Repeatable updates were part of the initial requirement, so the collection could be revisited rather than treated as a one-time download. That goal later developed into the archive and update workflows described elsewhere in this journal.
Before the public library
This is the project’s starting milestone, not its public launch. The reading website opened later. Preserved source material provides a basis for inspection, while completeness, legal currency and interpretation still require separate checks.
