مادة 3: يتوجب على محتسب الخزينة المركزي في وزارة المالية, وعلى المحتسب المركزي في المديرية العامة للجمارك, كل فيما يختص به, تصفية حصص البلديات من الرسوم التي تستوفيها الدولة وذلك في نهاية كل شهر وايداعها لدى مصرف لبنان في حساب "الصندوق البلدي المستقل" ويبلغ وزارة الداخلية مصلحة الشؤون البلدية والقروية - نسخة عن هذا الايداع.
