المادة 13
لا يجوز ان يتضمن النظام, اي نص يتعارض مع احكام القوانين والانظمة الالزامية, ولا سيما احكام قوانين وانظمة البناء, واذا ورد, يعتبر غير نافذ حتى بين الافرقاء.
