يستوفى مستثمرو الامكنة المشار اليها في المادة الاولى من هذا المرسوم الاشتراعي قيمة الضريبة من الرواد لدى استيفاء نفقات الارتياد, ويعتبرون شخصيا مسؤولين عن تأديتها الى الخزينة في جميع الاحوال حتى عند عدم الاستيفاء.
