يُطَبَّق هذا المرسوم على كل مولِّد و/أو ناقل و/أو منشأة تخزين و/أو منشأة استرداد و/أو منشأة معالجة النفايات الخطرة و/أو التخلص النهائي منها.
This Decree applies to each generator and/or carrier and/or storage facility and/or recovery facility and/or hazardous waste treatment and/or final disposal facility.
