مادة 7: لا يعين احد الا بموجب مباراة. ما لم يقرر مجلس الادارة بعد التعليل خلاف ذلك, ويوافق وزير الوصاية على هذا الاجراء. ولا يجوز تعيين احد الا في مركز شاغر.
