مادة 1: تحدث في وزارة التموين مديرية خاصة عنوانها: "دائرة المنسوجات " مهمتها وضع برامج العمل المتعلقة بالقطن والغزول وصناعتها وتقنينها وكل ما يتعلق بها وتنفيذها بعد مصادقتها من الوزير
