تضاف الى المادة الاولى من المرسوم رقم 123 تاريخ 15 تشرين الثاني سنة 1958 الفقرة التالية: "على ان لا يطبق هذا الالغاء عل طلاب السنة الثانية في مركز الدراسات الاقتصادية والمالية للسنة الدراسية 1958 - 1959 فقط".
