تعلن حالة الطواريء او المنطقة العسكرية في جميع الاراضي اللبنانية او في جزء منها:

- عند تعرض البلاد لخطر مداهم ناتج عن حرب خارجية او ثورة مسلحة او اعمال او اضطرابات تهدد النظام العام والامن او عند وقوع احداث تأخذ طابع الكارثة.
