مادة 1: الغيت المواد: 1 و2 و3 و7 و9 و10 و11 و13 و14 و16 و19 و21 و 22 من المرسوم رقم 6110 تاريخ 10/2/1961 واستعيض عنها بالمواد الجديدة التالية:
