مادة 3: ينشر هذا المرسوم ويبلغ حيث تدعو الحاجة، ويعمل به بعد مرور ثلاثة ايام عمل كاملة على تاريخ نشره لصقاً على مدخل مقر رئاسة مجلس الوزراء.
