يعين المراقبون في مجلس الخدمة المدنية بمرسوم نتيجة مباراة يحدد شروطها وموادها مجلس الخدمة المدنية بقرار منه.

يلغى المرسوم الاشتراعي رقم 114 تاريخ 12/6/1959 والمواد 12 و15 و16 و43 و52 و53 من المرسوم التنظيمي رقم 8337 تاريخ 30/12/61 والفقرات 1 و2 و3 و4 و5 من المهام الجديدة المضافة بالمرسوم رقم 14324 تاريخ 3/4/1970 الى المادة 14 من المرسوم التنظيمي رقم 8337 تاريخ 30/12/1961 والمتعلقة بتصنيف الوظائف وتحديد رواتبها وجميع النصوص التشريعية والتنظيمية وغيرها, المخالفة لاحكام هذا المرسوم الاشتراعي او غير المتفقة مع مضمونه.
