بناء على المرسوم 3493 المؤرخ في 27 حزيران سنة 1928 تؤلف بلدية في قريتي جل الديب وبقنايا (محافظة المتن) تدعى بلدية جل الديب وبقنايا ويكون مركزها في جل الديب اما منطقة هذه البلدية الجديدة فان مصلحة الاشغال العامة تعينها وفقا لاحكام المادة 12 من القرار 1208 المؤرخ في 10 اذار سنة 1922
