بناء على المرسوم رقم 18 المؤرخ في 17 ايار سنة 1932 عينت لجنة مؤلفة من الساده: مدير الاشغال العامة رئيس مستشار المفوضية العليا للاشغال العامة عضو مستشار الاشغال العامة في الجمهورية اللبنانية " مدير العدلية " مدير الداخلية " مدير المالية " مدير الدوائر الاقتصادية " عضوان من المجلس البلدي في بيروت " لدرس طلبات الامتياز المختصة بانشاء مصلحة عامة للنقل العمومي بواسطة سيارات كبيرة (اوتوبس ) في بيروت غايتها تسهيل الوسائط النقلية في بعض الطرقات الخالية من خطوط الترامواي. وتجتمع هذه اللجنة بدعوة من رئيسها
