بناء على المرسوم رقم 14741 الصادر بتاريخ 21 كانون الثاني سنة 1957 تفتتح معاملات معرفة الحقوق المكتسبة على المياه النابعة في املاك السيد سعيد جبرائيل نجيم. اولا - في العقارين الكائنين في محلة (جورة العليق) من خراج كفرتيه المتن (محافظة جبل لبنان). ثانيا - في العقار الكائن في محلة (ضهر بين جبران) من خراج كفرتيه كسروان (محافظة جبل لبنان). - تجري المعاملات الملحوظة في المادة السابقة وفقا لاحكام المادتين 23 و24 من القرار رقم 320 تاريخ 26 ايار سنة 1926
