المشغّل غير صاحب الحق:
يمكن أن يكون المشّغل غير صاحب حق حصرا في الانشطة البترولية المتعلقة بالنقل والتخزين.
ويخضع المشغل غير صاحب الحق لأحكام هذا القانون كما لو كان صاحب الحق.
