    تؤلف اللجنة العليا المنصوص عليها في المادة 24 من رئيس غرفة استئناف في المحافظة رئيسا ومن قاض ومفتش من التفتيش المركزي عضوين يعينون بمرسوم ويقوم رئيس او نائب رئيس دائرة الاحوال الشخصية في المحافظة بوظيفة مقرر.
