مادة 24: ينتخب نائب رئيس اللجنة من قبل الأعضاء بالاقتراع السري والأكثرية المطلقة وموافقة القومسير العالي على تعيينه بقرار خاص وعندما يحضر الحاكم جلسات اللجنة يرئسها ولكن لا يكون له صوت.
