تعني كلمة «مشتل» الواردة في هذا القرار كل ارض مهما صغرت مساحتها مسورة أو غير مسورة مخصصة لانتاج شتول الاشجار المثمرة حتى تبلغ حجما مناسبا لتسويقها.
