مادة 13: تؤلف هذه المحاكم من قضاة افرنسيين وسوريين ام لبنانيين والمرجع الوحيد لها ولقضائها ومعاونيها هو المفوض السامي

Article 13: Ces juridictions sont composees de magistrats francais et de magistrats syriens ou libanais; ces juridictions et ces magistrats relevent exclusivement du Haut-Commis- saire. Il en est de meme des auxiliaires de justice.
