بموجب المذكرة عدد 207 الصادرة في 20 نيسان سنة 1927 وعملا باحكام المادة 7 من القرار عدد 925 الصادرفي 25 آذار سنة 1927 بشأن تنظيم الحج الى الاماكن المقدسة الاسلامية في سنة 1927 فرض على الحجاج- الذين اصلهم من الدول المشمولة بالانتداب الفرنساوي ان يحضروا اولا الى مديرية- الاوقاف (جامع السريا في بيروت ) وهي تعطيهم جميع التعليمات اللازمة لسفرهم- وتسلمهم تأشيرا يقدمونه فيما بعد لمكاتب شركات الملاحقة لاخذ ورقة السفر ذهابا- وايابا وعلى الحجاج الذين اصلهم من البلدان الاخرى ان يتخذوا ايضا التدابير نفسها
