تتمم المادة 30 من القرار 2021 الصادر في 10 تموز سنة 1928 بالفقرة التالية: اذا رفض المخالف ان يدفع حالا الجزاء النقدي ينظم محضر ضبط بهذا الرفض ويحول الى رئيس دائرة المراقبة وهذه الدائرة تشعر النيابة بذلك والنيابة تطلب احضاره الى امام قاضي الصلح ليحكم عليه اذا اقتضى الامر لا بالجزاء النقدي فقط بل بمصاريف الملاحقة- والمحاكمة ايضا
