بموجب هذا القرار تمنح اراضي زراعية لرؤساء العائلات وكروم وبساتين ومراعي للبلديات.
لا يجوز للشخص الذي استلم الارض هدم ابنية او اقتلاع كروم او اشجار مثمرة وعليه ان يستثمرها بصورة منتظمة ويمكنه برخصة ادارية تكليف من يستثمرها. ولدى وفاته يحق لذريته الحلول محله.
يسقط الحق عند عدم القيام بالشروط وعند تنازله لغيره عن حقه بدون رخصة.
