مادة 25: تخمن الاملاك المبينة اولا تخمينا عاما فور نشر هذا القانون ويعاد التخمين اجباريا كل عشر سنوات بيد انه يجب اعادة التخمين العام للمرة الاولى بعد انقضاء خمس سنوات اي في عام 1936 ويعمد في مدات معينة الى اعادة هذا التخمين العام
