بناء على المرسوم رقم 2869 المؤرخ في 27 شباط سنة 1928 جعل الضمان الواجب دفعه على الشركات المرخص لها في تسفير المهاجرين, مبلغ الفي ليرة لبنانية ذهبا فعلى الوكالات والشركات المرخص لها في ذلك ان تكمل قيمة الضمان المقدم سابقا في مدة شهر واحد من تاريخ نشر هذا المرسوم والا فتعتبر الرخصة الممنوحة لها ملغاة
