بناء على المرسوم رقم 2917 المؤرخ في 9 اذار سنة 1928 يحدث مركز صيفي للبريد والبرق في قرية غوسطا يفتح في اول تموز ويقفل في 31 تشرين الاول من كل سنة ويتعاطى هذا المركز: أ- من اعمال البريد 1- جميع المعاملات للداخل 2- للخارج معاملات التحارير والعلب ذات القيمة المقدرة والحوالات البريدية والطرود البريدية عادية وذات قيمة مقدرة ب - من اعمال البرق مبادلة البرقيات مع الداخل والخارج بأحرف عربية ولاتينية وتكون ساعات العمل في هذا المركز من الساعة السابعة الى الثامنة عشرة
