بناء على المرسوم 3796 المؤرخ في 21 ايلول سنة 1928 تقرر ان المجلس العدلي المحال اليه سعيد ابراهيم هاشم ورفقاؤه المشتركون او المتدخلون تدخلا فرعيا بموجب المرسوم 3561 الصادر في 10 تموز سنة 1928 من اجل الاسباب المبينة في المرسوم المذكور ينظر ايضا في حادثة قتل المدعوة زهيا هاشم قصدا في خلال سنة 1922
