بناء على المرسوم رقم 12633 الصادر بتاريخ 28 حزيران سنة 1956, عينت لجنة مؤلفة من السادة : فيكتور عيسى القاضي في محكمة المتن رئيسا رشراش عبد الصمد رئيس مصلحة المعادن والاملاك العمومية عضوا الفرد باسيل موظف في الدوائر العقارية (مندوبا عن وزارة المالية) عضوا انطوان اسعد الزند " اسكندر جرجس فرح " للقيام بمعاملات معرفة الحقوق المكتسبة على مجرى مياه نهر الكلب ( محافظة جبل لبنان). على كل من يدعي بحقوق مكتسبة قانونيا على المياه المذكورة ان يصرح بها لرئيس اللجنة في خلال ثلاثين يوما من تاريخ تعليق هذا المرسوم.
