بناء على المرسوم رقم 690 الصادر في 18 تشرين ثاني سنة 1940 اكملت على الوجه التالي المادة 18 من المرسوم رقم 8837 تاريخ 15 كانون الثاني سنة 1931 المتضمن تأليف لجان لاحصاء سكان الجمهورية اللبنانية والمهاجرين وتحديد صلاحيات المأمورين واللجان: "ان حمل تذكرة الهوية هو اجباري لكل لبناني ينتقل خارج محل سكنه"
