بناء على المرسوم رقم 7005 الصادر بتاريخ 9 تشرين 2 سنة 1954, عينت لجنة مؤلفة من السادة: عقل فرح مستشار في محكمة استئناف لبنان الجنوبي رئيسا رشراش عبد الصمد رئيس دائرة المعادن والاملاك العامة عضوا الفرد باسيل موظف في الدوائر العقارية (مندوبا عن وزارة المالية) عضوا نعمان رزق عضوا الياس شاكر كرم عضوا للقيام بمعاملات معرفة الحقوق المكتسبة على مياه ينابيع بركة الزرقا في خراج دير مار بطرس وبولس قطين ومياه نبع الشماس الكائن في منطقة الشقاديف - ريمات التابعة دير مخلص بحنين (محافظة لبنان الجنوبي). - على كل من يدعي بحقوق مكتسبة قانونيا على المياه المذكورة ان يصرح بها لرئيس اللجنة في خلال ثلاثين يوما من تاريخ تعليق هذا المرسوم.
