مادة 1: بالاضافة الى الصلاحيات المفوضة الى مدير الداخلية العام بموجب القرار رقم 68/اد تاريخ 16/2/1968 , يفوض اليه ايضا ممارسة صلاحيات وزير الداخلية المنوطة به بموجب القوانين والمراسيم التالية: - قانون الجمعيات الصادر بتاريخ 29 رجب 1327 و 3 اغسطس 1325 - 1909 , - قانون البلديات رقم 29/63 الصادر بتاريخ 29/5/1963 باستثناء بلديتي بيروت وطرابلس , - قانون المختارين الصادر بتاريخ 27 تشرين الثاني سنة 1947 , - المرسوم الاشتراعي رقم 112 تاريخ 12/6/1959 - المرسوم الاشتراعي رقم 137 تاريخ 12/6/1959 - قانون السير الصادر بتاريخ 26 ك 1 سنة 1967 تحت رقم 76/67 ,
