مادة 1: يلغى القراران رقم 423/1 تاريخ 21/8/1969 ورقم 433/1 تاريخ 9 ايلول 1969 وتخرج من نظام اجازة الاستيراد والتصدير المسبقة القار النفطي (الاسفلت ) التابعة للبند الجمركي رقم 27/16/11 باستثناء الاسفلت من عيار 80/100 المنتجة محليا.
