المادة 1

مادة 1: ان صنع وتجارة التبغ والتنباك في دول الشرق المشمولة بالانتداب الفرنساوي يخضعان ابتداء من تاريخ يحدد فيما بعد لاحتكار يعين شكله وطرق تطبيقه بقرار من المفوض السامي

المادة 2

مادة 2: يوضع مدة الاحتكار نظام لزراعة التبغ والتنباك وتضخع هذه الزراعة لاحكام خاصة

المادة 3

مادة 3: تباشر حالا لجنة ثانوية يعينها مجلس المصالح المشتركة درس شكل هذا الاحتكار وطرق تطبيقه

المادة 4

مادة 4: امين السر العام مكلف تنفيذ هذا القرار
