مادة 1: في اثناء مدة الحرب يشذ موقتا عن المادة 4 من القرار عدد 66/L.R تاريخ 26 اذار سنة 1935 المعدل بموجب القرار عدد 145/L.R تاريخ 28 حزيران سنة 1935 فتكون مذكرات لجنة الجنسيات صحيحة اذا اشترك فيها عضوان من اعضائها
