مادة 4: انشئت في حلبا محكمة صلحية ذات صلاحية واسعة تقضي بدعاوى قضاء عكار . ان هذا القضاء تابع لدائرة اختصاص محكمة طرابلس البدائية

Article 4: Il est institue a Halba une Justice de Paix a competence etendue qui aura juridiction sur le caza de Akkar. Ce caza est rattache au ressort du Tibunal de 1re Instance de Tripoli.
