بناء على القرار رقم 188 الصادر في 10 حزيران سنة 1941 تشكلت لجنة تدعى "لجنة الانتقال المشترك" يناط بها مراقبة السيارات المعدة للنقل بهذه الطريقة للتثبت من توفير اسباب الراحة وحالة النظافة وسلامة ادوات هذه السيارات الالية ويكون من اختصاصها ايضا قسمة هذه السيارات الى فئتين تتألف هذه اللجنة كما يلي: مندوب وكالة الاقتصاد الوطني رئيسا مندوب لشركة السياحة والاصطياف عضوا رئيس مصلحة الميكانيك في الاشغال العامة ً قومسير شرطة السير ً ممثل لنقابة النقليات ً
