يلغى ملحق القرار المذكور المؤرخ في 28 اذار سنة 1959 ويضاف في نهاية المادة الاولى من القرار رقم 10659 تاريخ 24 شباط 1959 الفقرة التالية: "يشترط في السوبر فوسفات من الانتاج المحلي الذي حددت اسعاره اعلاه ان لا تقل نسبة حامض الفوسفور فيه عن عشرين بالمئة"
