يضاف الى نص البند اولا من الفقرة الاولى من المادة الثالثة من المرسوم رقم 5862 تاريخ 31/12/1960 المعدلة بموجب المرسوم رقم 4963 تاريخ 28/2/73 ما يلي:
"الجمهورية العربية السورية".
