لا تحول الاحكام الصادرة في الخارج دون ملاحقة اي جريمة في لبنان نصت عليه المادة ال 19 او اقترفت في الارض اللبنانية, الا ان يكون حكم القضاء الاجنبي قد صدر على اثر اخبار رسمي من السلطات اللبنانية.
على ان العقوبة والتوقيف الاحتياطي الذين نفذا في الخارج يحسمان بالمقدار الذي يحدده القاضي من اصل العقوبة التي يقضي بها.
Art. 28: Les condamnation prononcees a l'etranger ne mettent pas obstacle au liban a la poursuite de toute infraction prevue a l'art. 19 ou commise sur le territoire libanais a moins que le jugement de la juridiction etrangere n'ait ete rendu a la suite d'une denonciation officielle des autorites libanaises. Neanmoins, la peine ainsi que la detention preventive subies a l'etranger seront imputees, dans la mesure fixees par le juge, sur la peine que celui-ci prononcera.
