بنود اتفاق التعاون الاقتصادي والمالي والتقني بين الجمهورية اللبنانية والجمهورية الايطالية روما, 20/02/1992

اثر القرارات المتخذة في الاجتماع الحكومي بتاريخ 27-28

تشرين الثاني 1991 في بيروت حول التعاون الاقتصادي بين

ايطاليا ولبنان, عقد اجتماع اخر في روما بتاريخ 19-20

شباط 1992 لمتابعة تحديد برنامج التعاون بين البلدين.

كان الوفد الايطالي برئاسة سعادة نائب وزير الخارجية

كلوديو لينوتشي وكان الوفد اللبناني برئاسة سيد الفضل شلق

رئيس مجلس الانماء والاعمار.

اسماء اعضاء الوفدين موجودة في الملحق (1).

وفر الاجتماع الفرصة لتأكيد اهتمام البلدين بمتابعة التعاون

الاقتصادي والمالي والتقني لاعادة اعمار لبنان.

اكد الجانب الايطالي تعهد الحكومة الايطالية بتأمين تمويل

امتيازي لبرنامج التعاون 1991-1993 بمبلغ 194 بليون لير

بما في ذلك 150 بليون لير كمساعدات غير عادية لمؤازرة

لبنان في تلبية احتياجاته الماسة لاعادة الاعمار في اعقاب

ازمة الخليج, على ان يكون 115 بليون لير من المجموع على

شكل قروض ميسرة و79 بليون لير على شكل هبات . في هذا السياق,

اتفق الجانبان على المشاريع التالية المؤهلة للتمويل في

الحقول ذات الاولية والمتعلقة بموارد المياه, الطاقة,

الاتصالات , البيئة, النقل, الصحة, التدريب والخدمات .

1- اتفق الجانبان ايضا من حيث المبدأ على تمويل اعمال

(UPSTREAM, DOWNSTREAM) في مشروع ضبيه (المرحلة الثالثة)

وذلك من المصادر التي ستصبح متوفرة ضمن اطار التعاون الثنائي

الايطالي- اللبناني.

2- القرض الميسر هنا هو احد مكوني قرض مختلط. وتحدد نسبة

الاختلاط بين المكون الميسر والمكون التجاري تبعا لنوع العملة

المعتمدة في العقد. فنسب الاختلاط لعام 1992 يجري تحديدها

الان من قبل السلطات الايطالية المعنية.

النسب التالية كانت مطبقة عام 1991:

أ- دولار اميركي: 51% (ميسر)- 49% (تجاري)

ب - لير ايطالي: 46% (ميسر)- 54% (تجاري)

ث - ايكو (وحدة السوق الاوروبية المشتركة): 49% (ميسر)-

51% (تجاري)

3- يتزامن التنفيذ مع تقدم الاشغال المدنية.

4- يجري التأكد من المبلغ بعد تقييم كافة اجزاء المشروع.

اتفق الجانبان على ان الرصيد الباقي من قرض ميسر وقدره 8،5

بليون لير ايطالي, وهو من برنامج التعاون السابق, سيستعمل

لمشاريع تحدد لاحقا.

عبر الفريقان عن ارتياحهما بان المبالغ المتبقية من القرض

المئة مليون دولار السابق ستستعمل قريبا لمجموعتي توربين

كهربائي طاقة كل منهما التقريبية خمسون ميغاوات .

اعلن الجانب الايطالي استعداده لتقديم قرضا جديدا بمبلغ مئة

وخمسين مليون دولار لاستخدامه في شراء تجهيزات وخدمات

ايطالية لا سيما في حقل الكهرباء وذلك للمساعدة في اعادة

الاعمار الصناعي للبلاد بما يتناسب مع اولويات الحكومة

اللبنانية. وبناء على طلب الجانب الايطالي, عبر الوفد

اللبناني عن استعداده لبذل الجهد لخفض المتأخرات المتوجبة

على لبنان حيال S.A.C.E

وضع المحضر في روما في 20/02/1992 على نسختين

اصليتين باللغة الانكليزية.

Following the decisions taken by the intergovernmental

meeting of november 27-29, 1991 in Beirut on economic

cooperation between Italy and Lebanon, a new meeting

took place in Rome on February 19-20, 1992 to further

define the cooperation programme between the two

countries.

The Italian delegation was led by H.E. Claudio Lenoci-

Deputy Minister of Foreign Affairs- and the Lebanese

delegation by Mr. Al Fadel Chalak- President of the

Council for Development and Reconstruction The

members of the two delegations are listed at Annex 1.

The Meeting provided the opportunity to confirm the

interest of the two countries in further promoting

economic, financial and technical cooperation for the

reconstruction of Lebanon.

The Italian side confirmed the undertaking of the

Italian Government to provide concessional financing

for the 1991-93 cooperation programme for an amount

of 194 billion liras, inclusive of 150 billion liras

to be provided as extraordinary aid to help

Lebanon to meet its most urgent reconstruction

needs in the aftermath of the Gulf Crisis. It was

also confirmed that 115 billion liras as grants.

In this context the two sides agreed upon the

following projects eligible for financing in the

priority fields of water resources energy telecom-

munication, environment, transportation, health,

training and services.

1- The two sides also agreed in principle on the

financing of the upstream and downstream distribu-

tion works (Dbayeh - Phase III) project with the

resources that will become available within the

framework of italian-Lebanon bilateral cooperation.

2- Soft Loan Component of a mixed credit; the mixing

proportion between soft and commercial loans is to

be determined in accordance with the currency used

in the contract. The mixing Precentages for 1992

are being determined by the competent Italian

authorities. The following indicative percentages

were applicable for 1991: a) US$: 51% (Soft Loan)

49% (Export Credit); b) Italian Liras: 46% (Soft

Loan) 54% (Export Credit); c) ECU : 49% (Soft Loan)

/51% (Export Credit).

3- To be carried out according to progress of civil

works.

4- Amount to be verified according to actual evalua-

tion of the single components of the project.

The two sides agreed that the residual soft loan

amount of 8.5 billion italian liras from the

previous programme is to be used for projects to be

identified at a later stage.

The two sides noted with satisfaction that the existing

credit line of US$ 100 millions will soon be used for

two electric turbines of approximately 50MW each.

The Italian side announced its readiness to offer a new

credit line of US$ 150 millions, to be used for Italian

goods and services mainly in the electrical field to

help the industrial reconstruction of the country

according to the country according to the priorities

indicated by the Lebanese Covernment. On the request of

the Italian side, the Lebanese delecation expressed its

Willingness to make an effort to further reduce the

amount of its arries towards S.A.C.E.
