المادة 1

مادة 1: يمكن بصورة موقتة تنتهي بتاريخ 31/12/1977 - اعطاء سلفات خزينة لامداد الادارات العامة والاشخاص المعنويين الذين لهم علاقة مالية بالدولة عن طريق التسليف أو المساهمة أو المساعدة أو لكونهم يتمتعون بامتياز. - استثناء من أحكام الفقرة 3 من المادة 204 من قانون المحاسبة العمومية, ان سلفات الخزينة التي تجاوز مهلة تسديدها الاثني عشر شهرا تخضع لموافقة مجلس الوزراء فقط.

المادة 2

مادة 2: أجيز لوزير المالية خلال المهلة المشار اليها في المادة الاولى من هذا المرسوم الاشتراعي أن يصدق, على سبيل التسوية, على سلفات الخزينة التي أعطيت بتاريخ سابق لصدور هذا المرسوم الاشتراعي للادارات العامة والاشخاص المعنويين المذكورين أعلاه, وتشترط موافقة مجلس الوزراء فيما يتعلق بالسلفات التي تجاوز مهلة تسديدها الاثني عشر شهرا.
