مادة 1: يحق لكل من مجلس ادارة مجلس الانماء والاعمار ومكتب المجلس بقرار منه ان يفوض عند الاقتضاء وعلى مسؤوليته ما يراه ضروريا من صلاحياته, الى اللجنة او اللجان التي تنشأ لديه.
