مادة 1: مع الاحتفاظ بالاقدمية المؤهلة للتدرج, تحول, اعتبارا من اول كانون الثاني سنة 1961 سلسلة رواتب الموظفين الدائمين المدرجة في الملاكات (آ) و (ب ) وفقا للجدول الملحق بهذا المرسوم.
