بناء على المرسوم رقم 130 المؤرخ في 4 ك1 سنة 1939 عينت لجنة مؤلفة من السادة: حاكم صلح بعبدا رئيسا رشراش عبد الصمد المهندس في الاشغال العامة دائرة الامتيازات عضوا الشيخ فؤاد الخوري موظف في الدوائر العقارية ٍ السيد عبده بطرس فرح من حمانا ٍ امين نمر بشاره رئيس بلدية حمانا ٍ للقيام بمعاملات معرفة الحقوق المكتسبة على مياه نبع "عين الحصى" الكائن في بلدة حمانا. على من يدعي بحقوق مكتسبة قانونا على المياه المذكورة اعلاه ان يصرح بها الى رئيس اللجنة في مدة ثلاثين يوما
