بناء على المرسوم رقم 124 الصادر في 17 كانون الثاني سنة 1942 تشكلت اللجنة المنصوص عليها في المرسوم رقم 142 المؤرخ في 12 كانون الاول سنة 1939 مما يلي وزير التجارة والصناعة رئيسا مدير المالية عضوا المدعي العام لدى محكمة الاستئناف عضو محامي الحكومة " تجتمع اللجنة بدعوة من رئيسها وتخضع تقاريرها لموافقة رئيس الجمهورية
