بناء على المرسوم رقم 127 الصادر في 20 كانون الثاني سنة 1942 انشئت مدرسة رسمية لتعليم الاحداث في سجن الرمل في بيروت تؤخذ رواتب الهيئة التعليمية من الاعتمادات المرصدة في موازنة مصلحة التربية الوطنية. اما النفقات تعهد هذه المدرسة فتتحملها مصلحة الداخلية.
