المادة 1

مادة 1: أنشئ في كل حكومة وظيفة مأمور محاسبة لسلفات القوميسارية العليا.

المادة 2

مادة 2: تسند هذه الوظيفة في كل حكومة إلى المستشارين الماليين.

المادة 3

مادة 3: يخابر هؤلاء الموظفون مباشرة مدير الخزينة العام لدى القوميسارية العليا ليعرضوا عليه الأسباب الداعية لتلك السلفات ولتصحيح ما يحدث من الخلل وللنظر في كل المسائل الفنية المتعلقة بسلطة وصلاحية مدير الخزينة العام.
