مادة 1: تطبق على اسكلة طرابلس (الميناء) نفس المسافات المطبقة في مدينة طرابلس لمنح رخص بيع التبغ.

مادة 2: تستوفى عن رخص البيع في اسكلة طرابلس نفس الرسوم المطبقة في مدينة طرابلس والمحددة كما يلي: الرسم العادي عن السنوات العشر الاولى المنطقة الاولى 100 ل ل المنطقة الثانية 125 ل ل الرسم المخفض بعد عشر سنوات المنطقة الاولى 60 ل ل المنطقة الثانية 45 ل ل
