إن حاكم مصرف لبنان،
بناء على قانون النقد والتسليف سيما المادتين ٧٠ و١٧٤ منه،
وبناء على القرار الاساسي رقم ١٣٢٦٢ تاريخ ٢٠٢٠/٨/٢٧ وتعديلاته المتعلق بإجراءات استثنائية لإعادة تفعيل عمل المصارف العاملة في لبنان،
وبناء على قرار المجلس المركزي لمصرف لبنان المتخذ في جلسته المنعقدة بتاريخ ٢٠٢٥/٨/١٣،
يقرر ما يأتي:
يلغى نص المقطعين الاول والثاني من المادة الثالثة من القرار الاساسي رقم ١٣٢٦٢ تاريخ ٢٠٢٠/٨/٢٧ ويستبدلان بما يلي:
«على كل مصرف ان يكوّن حساباً خارجياً حراً من أي التزامات لدى مراسليه في الخارج لا يقل، في أي وقت، عن ٣٪ من مجموع الودائع بالعملات الاجنبية لديه كما هي في ٢٠٢٥/٦/٣٠.
تمنح المصارف التي تكون بوضع مخالف لاحكام المقطع الاول من هذه المادة مهلة لغاية ٢٠٢٦/٦/٣٠ لتسوية اوضاعها.»
يعمل بهذا القرار فور صدوره.
