بناء على الامر الاداري الصادر تحت رقم 1470 بتاريخ 15 كانون الاول سنة 1922 لا يلقب بلقب "ناظر" الا مديرو الادارات العامة في الحكومة. اما الموظفون الذين يلقبون الان بلقب مدير من غير ان يكونوا مديرين لادارات عامة فانهم يلقبون منذ الان فصاعدا برؤساء دوائر. وأما مديرو المدارس فيلقبون برؤساء المدارس
